I have no experience on this but I believe if you Reward contributors with recognition, perks, and opportunities to showcase expertise, it will work. Simple incentives like badges, featured posts, or priority access to events can encourage effort. Financial rewards, affiliate options, or profit sharing can also be some options. Your goal should be making contributors feel valued and supported, not pressured, so participation stays genuine and sustainable.

I have incentivided contributors with paid posting and tips based system. Sadly, the tip based system did not work for me. I continue to pay for posting, this is expensive method but it can improve activities, especially if your forum lacks organic activities.
