Lurkers make up a large percentage of most forums. How do you turn them into active participants? Gamification, better onboarding, or more engaging content? What’s been your most effective method for increasing user contributions?

Your forum needs content that are not available else where? Why would someone bother to engage with a content that they have already engaged somewhere else?
Unique content is the key. I also think asking users questions is one of the best ways to encourage further discussions, especially if you want more engagement.
 
You can encourage forum users to post more often, create engaging discussions, run contests or challenges, highlight top contributors, and respond promptly to new posts. Recognize quality contributions with badges or ranks, and make users feel heard and valued. Consistent interaction builds a stronger, more active community.
 
One of the best ways, in my opinion, is to give them monetary rewards for interacting on the forum, which has a scoring system where they can exchange their points for real money, this always works.
