How can you prevent plagiarism in your forum?

I am active on a lot of forums as moderator, community manager, paid poster, or simply a general user. One of the common issues I see on most forums is users are creating same kind of posts on multiple forums, they are not only republishing their own content but also copying someone else post and publish as their own. Do you have this issue in your forum. How are you tackling the issues of plagiarism and duplicate content? Most of the time I see admin announcing that users need to write their own content and newer copy or republish, but do you think this actually works?
 
I've never personally encountered an issue where somebody on one of my sites was simply copy & pasting content from other sites/other people and posting it, although I'm sure this kind of thing does happen. It's hard to assess what is plagiarism in some cases - sometimes, reading somebody else's post on a topic can inspire me to write my own opinion - I won't copy their content, but I may talk about the same issues and may use some of the same language, but the content is written myself. That's how I'd expect my members on any sites I was to own to behave too.
 
Why would a member post someone else's content? Forums are for discussion so I don't see why would anyone do it.
 
Honestly, I don't know exactly, but aren't there supposed to be online tools that help with this? Just as there are online tools that help detect
