Large communities thrive on culture and norms. How do you create a unique culture in a smaller forum? Do you define rules, reward positive behavior, or highlight exemplary members? What methods have helped you make a forum feel cohesive and welcoming while encouraging high engagement?

It's going to be practically impossible for forums to rival Reddit. It is just like trying to rival social media platforms like Facebook, Instagram and Twitter. They and never operating in the same phase. It is going to be better to copy some features that have been very effective in helping Reddit grow and incorporate it in forums.

A small forum can focus on creating high-quality, searchable content that answers specific questions people are looking for. By optimizing for SEO and producing expert or well-researched posts, it can attract traffic and members even though it might never match Reddit’s user base and activity.

Not just small forums, forums as a whole can never compete with Reddit because it is not possible to build activities and member base like Reddit. However, you can of course compete with Reddit for search engine ranking. Big platforms like Reddit might not be able to deliver quality content just like small or niche forums.
