You need to be ready with over 100 high quality topics for your forum. Since forums are user generated content site, your topics for users engagement should be ready.

My checklist:
1. domain name (based on the niche and some serious keyword research);
2. hosting and Xenforo installed;
3. nodes/forums set up - not too many, but enough to cover the topic. Plus the hello section, community updates (with the rules) and an offtopic.
4. 40-60 new topics to cover these categories.
In the meantime I start recruting members and handle the design and other tweaks.
