You can create free website on blogger, WordPress, wix, etc. Can a free hosted website really beat a self hosted website. If it does, what's the point of spending money on a self hosted website? If it doesn't why these free hosting services exist?

The true value of a website likes in the content and SEO score. If your free website has useful and interesting content, and if your website ranks high on search engines, free hosted website can certainly beat self hosted website.
Technically speaking, yes. Practically speaking, no. Quality content is mai ranking factor, so in theory you can beat other websites with your free website but there are other factors like backing, domain authority etc. For ranking and these might be possible on a free website

I total agree. You can rank higher than self hosted website if you have good content and if you have managed to build many backlinks. But sadly not many people are willing to give backlinks for free hosted website, so you might still fall short on off pager SEO

You can spend hundreds of thousands of dollars on a website and have a website that doesn’t function properly or is not SEO optimized and lacks the necessary functionality. Where as with a free website, you slap a theme on it, create content with a focus on SEO and you can well out perform the more expensive competitors.

In my opinion, it depends completely on the effort the website administrator is willing to put in. Free hosting platforms and options offer amazing customisation options now for those who are willing to spend the time learning about and developing them. So in that regard, I think it'd be completely possible for a website or forum on free hosting to outperform a paid hosting site, and there are examples of just this out there.
