Obviously yes, in fact they will never stop being so, people who place backlinks know that niche forums are the best places to place backlinks and advertise whatever they are promoting, I don't think that will change, because even with web3, forums will surely be created in web3 and backlinks would be placed there.

Reddit dominates the search engines, so it's key to find subreddits that allow promotion and promote your links there. You can also make your own subreddit and use it to build backlinks to your site.

I am not sure if you can actually get traffic from niche forums but you sure can get backlinks as forums also have a section called Directory or Promotion.
