You can hire a moderator beforehand. For example, you can hire a forum moderator before you start a forum. Regardless of that, there may come a time when you may not be able to hire a moderator. In case if you have an old forum, you may have a harder time managing a forum, especially when you have a really large community. So, in this case, how to manage a forum without a moderator?
 
If your forum is small and does not have a lot of activities, you don't need a moderator. You can manage it on your own as long as you have 1-2 hours daily for your forum.

The keyword is "spending time" on your forum daily. Any forum owner who wouldn't be able to spare some hours daily to spend on their forum has a lot to learn going forward as it is not always as easy as anyone would make it look if they decide to manage it alone when they don't have the time to dedicate towards that.

I think that there should be at least one moderator who can manage the forum for you. This depends a lot on your community as well. If your community is incredibly large and active, then moderators is a must have. There comes a time when your community grows and this is the time to seek new moderators.
 
Unlike blogs where you publish and article and disappear for days and you might still generate traffic and revenue, forum needs active participation. If you do not have staff you might have to be present on your forum every day. Having moderators can take away your pressure.

Taking away pressure is the main reason why forum owners hire moderators. Having said that, as far as I am concerned, I would hire a good number of moderator according to my needs. You may not need a lots of members if you have good number of responsible members.
 
It is difficult to get good moderators unless you are willing to pay. If your forum is not generating any revenue, you will have to pay from your pockets. if you are on a limited budget, it is really difficult to continue to pay your moderators.

I am quite sure that you can create a budget for your moderators, especially if you are forum is new and if you are willing to invest in your form. This is why so many forum owners usually hire moderator. They do not higher a lots of moderator the usually hire two or three moderator this can match their budget.
 
Everything depends on the size of your forum and also the availability of the forum owner to do everything by himself without needing a moderator. If you have a very large community that is very active, it is going to be practically impossible for the forum owner to handle everything without moderators.

A forum owner could also assign different roles to moderators. There could be senior moderators and there could be junior moderators. The owner of the forums should not be involved until or unless something serious happens such as serious violation of terms of service.

Well, I do know that many moderators are not paid for doing their job, but I believe that they should be paid for their job. Moderating or managing a forum is not that easy. Under such kind of circumstances, it is important to get paid for your efforts.
