Clear, specific titles attract better replies. However, not all users might be creating titles with keywords or search intent titles..Should moderators edit vague titles, or encourage users to improve them? How much control should admins have over presentation?

This can be controversial topic because when you edit you will interfere with members post, this can be against the standard of UGC. However, little bit of editing for grammar and spelling, and even inclusion of keywords can build engagements and also traffic from searches. I sometimes do it.
I think encouraging users to improve their titles works best. Moderators can suggest edits or provide tips, but letting users make changes teaches clarity and ownership. Direct intervention should be limited to preventing spam or confusion, keeping the community’s voice intact while improving engagement.
